Adding Icon into System Tray

What would I need to do to add an icon into the system tray? Just an icon. I want it to look as if a program is running when it actually isn't.

Then I think you'll need something to be running (icons in the tray are for running processes). I use a useful little utility called Watchcat - copy available here which lets you minimise running apps to tray rather than taskbar - so if you set app to run minimised and set rule in watchcat to immediately minimise to tray, it should start in the tray. But you'll still need a 'dummy' app - running with appropriate icon - to make this happen. Which I suppose defeats your object - which is what btw?
