Adding .ADM files to group policy

Ok, I give up. I'm added some .adm files to a group policy on a domain controller. Everything fine. I go to another domain controller and the new .adm "folder" shows up, but there are no items in it. They show still show up on the original DC with the items (in the right hand column).

I know replication is working because the files got copied to Active Directory, but why are they not showing up on all domain controllers. If I do a admin terminal services connection to the "working" DC, they don't show up either.

The problem I have is it doesn't appear all policy settings are going into affect for all people logging on.

Anyone got any ideas? Oh yeah, I ran gpotool & gporesults with no errors.
