Adding a non-domain account to the domain

I need to add an IUSR_[MachineName] account on a server to the domain so i can assign it rights on a network folder on another computer. to illustrate:

Webserver -> IUSER_WEB

ResourceServer -> holds the directory with files

I need IUSER_WEB to have rights on ResourceServer.

Is there a way to add IUSER_WEB to AD instead of just on the Web server?
 
Yes, just create a new account on the domain calld IUSER_WEB and grant it the rights it needs. Then configure the Web Server to use the domain account instead of the local account.

so why does my file server (also a DC) and my Exchange server have thier accounts in the domain?
 
No idea. They are just regular account. You create them as you would any other user account.
