Addind New EPN - SNI Question

We are adding a new EPN via single mode fiber that's about 2 miles away. We have all the fiber hooked up and according to our vendor it tests good.We're trying to determine if our SNI board is bad. The new cabinet is administered and there is no light coming out of the SNI board TX port. Is there supposed to be light coming out? I'm assuming that there is and this board is bad? Need some help if anyone has a minute. The SNI is in our center stage and the Fiber link administration is a snap. We have a G3R9

Are you using 300A single mode fiber tranceivers at both ends of the fiber?
 
Yes we are. I guess light does not come out of it. The cabinet has been added and is working. THere is a way to test for a bad SNI or EI board. You take a short length fiber jumper and connect one end to the TX and the other end to the RX of the same 300A and the SNI or EI board should have a solid light. A solid light means the board and 300A are working. We ended switching fiber strands and it all worked. Thanks for your reply!
