I am running a Windows 2003 VPN Server and I would like to add a static route for the users that connect to be able to reach a distant network without the users having to add a route add statement. Can this be done?

The cleanest way would be to build a connection with the CMAK (Connection Manager Administration Kit) with the routing defined and distribute the connectiod to your users.
