I have xp pro with admin rights. I don't have the add remove icon in the control panel. I have used tweakui and it is checked to appear. I have tried to run it from the run command with no sucess. All it does is act like it is working for a minute and then it does not do anything. The file is located in the c:\winnt\system32. I have installed all the updates. If anyone has any suggestions I would appreciate it greatly.

Check Groop Policy (GpEdit.msc in Run Box).
Local Computer Policy/ User Configuration/ Administrative Templates/ Control Panel/ Add Remove Programs.
See if it is disabled.
There is also a Registry Setting you can check.
