I have a Windows XP Pro machine upgraded from Windows 98SE in a workgroup. After the upgrade there are no icons listed in the add/remove programs field. The user is a member of the administrators group. I have also installed tweak ui but could not see anything about removing icons from the add/remove field.

The solution is likely in the link below, but try this step first:
Start, Run regedit
Navigate to this key:
HKEY_CURRENT_USER\ Control Panel
Delete the Don't load key entirely
Close the Registry Editor.
The change should take effect immediately.
