Add Printer Wizard will not start!

Help...I have an ongoing issue with a compaq desktop running WinXP pro. The network printers are no longer displayed in printers and faxes. I also can't add a printer no functionality no error message and the Add printer wizard will not excute. Does anyone have any info on this behaivor. I've searched MS knowledgebase and article 271248 doesn't apply. I would hate to rebuild this system again. Also the restore point is not working which leads me to believe the registry is corrupted.
 
Has the person using this machine installed TweakUi or similar. I know that it used to have this functionality in the WIn98 version.

Some services are not running that need to run.
It is also possible this is a permissions issue, but I think not. I think it is a service issue. Lately there have been a lot of complaints of service failures after antivirus and specific worm removal methods have been done for workstations and servers.

Black Viper's site has a quick registry edit that can be downloaded to set the default state of all services to their original:
Reboot after applying.

If you do a "Keyword Search" here there is additional advice to be found if the print spooler does not restart, or the Remote Procedure Call (rpc) service does not start after this step.
 
bcastner has it right. I recently had the same problem on my system. The print spooler service and several other problems were preventing me from installing any printers at all. Turns out that a file on my system was causing the service to not run. Click Start, Control Panel, Performance and Maintenance, Adminstrative Tools, Services, Print Spooler, Dependencies. In my case a file was not where XP originally placed the file. I found it in a folder called, "Last Good Configuration." I copied the file back to the original file location and restarted the service again with no problem. The problem was originally caused when I deleted all of the existing printers on my system. Apparently, part of the problems lies with the operating system itself not updating file dependency references when printers are removed from the system.
 
I had the same problem, I installed NTFSdos and it corrupted my priners ,I used system restore to get back to a working sys.
