Add Printer Permissions

I have a print server that is also a Domain Controller. I want to grant a non-administrator account permission to add network printers to that server, but it can't get past the "Add port" portion, giving an access is denied message. The DC is in a Windows 2003 domain, with 2003 forest level functionality. Can anyone break down the permissions/User Rights required to add a printer? Currently, the account has the following user rights:

Allow log on locally
Allow log on through Terminal Services
Backup files and directories
Load and unload device drivers
Manage auditing and security log
Restore files and directories
Shut down the system
