Getting the follwing error code when trying to add a new user on call manager 3.1

The following error occurred while trying to execute the command.

Could not update user.
-2100
Access Denied

Are you adding it from the Publisher? It's been years since I interacted with CCM 3.1 but it used SQL 7 I think and it was flaky.
