Indeed there some missunderstandings.
You are speaking about "sites" in Win2k terminology?
Also, what do you want to say about " Is there anything to stop me starting the DCpromo using a DNS2go or NOip type address?".
Shal I understand that you don't want to use DCPROMO? Or, you don't want DNS? Or you want a different one??
The answer of above will be: you need DCPROMO. You need a DNS that is supporting SRV records and dynaminc updates.
So,... having no clue what you are talking about. The procedure that you have to follow (achieving what you want=to manage your network easily), is the following:
1. make a plan on the paper. Define the organization that you have. See what are the needs. DO you need a multidomain structure or not,.. etc.
Suppose that you are speaking about a single domain, 2 sites.
2. Install your first DC of course using DCPROMO. (of course there should be a DNS server, an older one or,. a new one creted during AD install)
3. Install another DC (let's say the one from anotehr site).
4. Go to "AD Sites and Services"management tool. Create the second site. Move your new DC to that site.
5. Configure site, and site links, and subnets.[...]
You are saying that you have dynamic assign addresses. Assigned for who? Servers need statically ones (at least your DNS server).
