AD disabling IIS services?

I'm trying to move my intranet to a new server. On the new server the IIS Admin and World Wide Web Publishing services are somehow disabled and stopped at least once a day.
Previously the services had been doing this within 5 minutes of being set to automatic and started by me, but reinstalling IIS helped somewhat.
The box is a Win2k server SP4 domain controller in a 2003 domain.
I've had the same problem on 2 other machines, one was a 2000 SP4 DC in a 2000 domain and the other was a 2003 DC in a 2003 domain. My external web server doesn't have Active Directory installed and it has been running fine for months.

Is there an issue between IIS and Active Directory?
