actuate evaluation copy

am having problem with the evaluation copy which i downloaded. Whenever I try to launch actuate all it does is it invokes the DOS environment which instructs me to press any key to continue afterwards DOS screen disappears and nothing happens
why is this so? Am using windows 2000,jdk1.4.0

where did you download this evaluation copy from ? I am looking for a download too - but could not find it anywhere.
