Actual Size Just Isn't!

I am running Qx 5.1 on a PC running XP.I have a 22in monitor just so I can see a full 2 page A4 spread. However when I go to Actual Size the page shown is actually mearly 2in wider than a real page of A4. When I go Fit In Window I cannot get both pages on the screen. I lose about an inch of the sides and 1/2 in off top or bottom.Even closing all tool bars does not let me see all a two page spread. I have tried different screen resolutions but they all vary. 1280x1024 is best but not perfect.
Any Ideas?

You could try changing the Display DPI value under Edit > Preferences > Preferences > Display
