Active Directory on Install

Ok, I thought I had all my bases covered. I upgraded the only Global Catalog server in our organization to Windows 2003 R2, ran forestprep, adprep, etc. From what I read you only need one GC in an organization to be running Windows 2003. This server (DC1) holds all FSMO roles.

While trying to install Exchange 2007 on a new machine it keeps coming back with the following message:
Setup encountered a problem while validating the state of Active directory: Domain Controller 'dc2.corp.<domain_name>.com' Operating system version is 5.0 Service Pack 4. The minimum required version requred is 5.2 Service Pack 1.

DC2 is a domain controller running Windows 2000, but not a GC. Does this mean I have to upgrade all Domain Controllers to Windows 2003? This is not how the System Requirements describe it. Thanks for any input.
 
Thanks for the reply. All FSMO roles are on DC1 and DC2 is not a GC. The solution I found through some research was to do the install through the CLI and run setup with the /dc switch and force it to look to DC1. That looks like it worked.
