Active Directory and Dynamic address problem 1

I want to install Active Directory on my local computer in order to do development and trials before running code on the real site. The problem is my internet provider assigns a dynamic address when I log in on it, so I don't get the same address each time I log in, therefore my TCP/IP address is set to dynamic. As I understand I need a static address to install AD. Is there anyway round this problem like using the localhost address 127.0.0.1 for running local websites

Install another network card into your machine and wrap AD around that one


 
Could you explain further what you mean by wrap AD around the network card. Sorry if I appear stupid, but my main knowledge is ASP and apart from the basics of setting up my notebook for networking I'm not really an expert in this area. I set up the TCP/IP for running my network for my internet provider, but am unsure how I'd set up two different network cards

it means you put in a network card.
then you assign it a static address.
you stick in a cable and put the other end in a hub, that way it is fooled into believing it is on a network.

then you slap it with a DCPromo!!
