Active Desktop Option and Background Tab Cannot Be Found 2

On my desktop a web page apperears. It reads remove all spyware. I have removed Spyware and adware. When I right click on the desktop I have the following options: selct all, view source, encoding, print, refresh, backwards link, cached snapshot of page, similiar pages, translate this page into english, and properties. I don't see any link to turn off active desktop. Also when I click on display properties the isn't a tab that reads background. The tabs that are shown are: screensaver, effects, and settings. I'm using Windows 2000. I woul dlike to turn active desktop off and have background displayed on my desktop. If you can help me in any way please do so.
 
it seems to me that your administrator has removed these functions from your desktop at the server...you need to go ask him nicely...i think!!!!!
