active desktop and desktop icons

I've setup mandatory profiles for our users with group policies for the desktop. But I've setup a wallpaper and an active desktop page group policy with no problems, until I enable the hide all desktop icons and the wallpaper and active desktop disappear. Is this normal or is it corruppted policy???

If this is normal I've thought of a work around which I've yet to try and thats right click desktop, active desktop, remove desktop icons and then save that as the mandatory profile, is this the only solution?
