Actiontec 1520 with PPPoA

We use QWest as our ISP, and they supplied us with the Actiontec 1520 router. I am trying to setup a vpn for our office so we can access it from outside locations. Being new to VPN configuration, I am not quite sure where to start it all. Here is our setup, Actiontec 1520 -> NetGear Switch -> VPN Server. Is it necessary for us to lease some static ip addresses from QWest? With the PPPoA, I have noticed the IP address has benn static.

Any help is greatly appreciated.
