I'm not sure what you mean by best version - however, ACT! 2006 is out - we've been using ACT! 2005 for workgroups for the last year and half... works well. Had to apply a number of patches thought to fix some issues - upto patch 7.04x now.
Also, there are some limitations in the product that don't make sense e.g. you can create oppotunities however when you go to export an opporunity as a quote there is a limitation of 25 product/items. Really ridiculous - this is as designed according to ACT!'s knowledgebase... I have not been able to find a workaround.
