swap with a line that works and test then to see if it is the line or the pone system. Maybe the line provider has no reliable disconnect on the last line.
Or unplug the last line when on the phone and see if the port goes idle then it is the line without reliable disconnect because that is nothing but a voltage drop on the line for 500ms.
