ACL Help!!!! please

I have an acl on my router which need more configuration to allow me to telnet into connected switch when I remove this line ip access-group 2140 in ip access-group 2145 out from the serial interface I am able to telnet to a switch that I have connected. I also have this line on the router that came up when I used the term mon command access-list 2140 deny ip any any log-input it also say that access is deny to remote host and it give the ip that I have on the switch. what should I ADD TO THE ACL
