Account lockout?

I have a user account that keeps getting locked out. A threshold was set a while back that after 10 invalid logins the account is locked out for 10 minutes. How do I disable this feature? I've set the threshold back to 0 but for some reason the user still periodically gets locked out. It's also not just on one user, rather sporadic users throughout the company.

just curios, what if you see all the password policies to undefine, will this happen, of course need to refresh the policy and wait for a while to let the client refresh as well, and be sure to check if any password policy is set for both users and their workstations.
 
Personally I'd investigate why the accounts are locking out rather than make your environment less secure to compensate. We use 3 attempts then permanent lockout here...
 
Also check whether they have a network resource or program that is linking to the same account but old password which keep on retrying to connect. It retries 3 times then account is lock out. Nick is right, investigate.
