Account can logon but can't unlock once locked

I have an odd issue that I just can't seem to find any help on. I have a W2K3 server (standard) not connected to a domain. I am in the process of locking it down for a security review and now I have one account (with admin rights) that can logon to the system but when you lock the desktop, this account cannot unlock it.
I get a message that the password is incorrect. Its not, I am using the same password to login. The default Administrator account does not have this problem. I have not denied anything for this account so I cannot understand why this is happening. The security event for the logon failure shows that it is seeing an incorrect password.

Help ! Im pulling out my hair and I don't have much of it to start with...
 
Change the password or try typing the password in the name field first to see if it looks right. ie. upper case letters or wierd sympbols.

other then that rebuild the server or create a new account and see what happens.
