TouchToneTommy is right - as always. Here is the reference from the manual:
Forced Account Code Entry, when activated for an extension, has the following effects:
1. If you select an outside line on an SA button (by dialing a dial-out code) or on an ICOM button (by dialing the Idle Line Access code) without entering an account code, the call is blocked. In Release 3.0 and later systems with Account Code Verification activated, if you enter an account code that is not included in the Account Code Verification list programmed for the system, the call is blocked. Depending on the type of telephone used, a blocked call is indicated by the programmed Account Code Entry button flashing, the SA button going to the off/idle state, or an intercept tone.
2. If you try to make an outside call on a Personal Line or Pool button without entering an account code, there is no dial tone.
3. For incoming calls, you can enter the account code after you answer the call or not at all. Forced Account Code Entry applies to outgoing calls only. In Release 3.0 and later systems, activating Account Code Verification by assigning at least one entry to the Account Code verification list has the following effects:
4. The system verifies the account code you enter against all entries in the programmed list when you finish entering the account code and complete the entry by pressing #.
5. If the account code entered is valid, Account Code Valid (Acct Code Valid) is shown on display telephones.
6. If the account code entered is not valid (no match found in the Account Code Verification list), the telephone beeps to indicate an error and Account Code Error (Acct Code Error) is shown on display telephones.
Considerations and Constraints If SMDR is set to record outgoing calls only, you cannot enter an account code for incoming calls.
In releases earlier than Release 3.0 and for Release 3.0 systems without Account Code Verification activated, the system does not validate account codes; it checks only the number of characters entered (maximum of 16) and completion (signaled by dialing # or pressing a
programmed Account Code Entry button). In Release 3.0 and later systems with Account Code Verification activated (at least one entry is assigned to the Account Code verification list), the system validates account codes against the entries in the programmed Account Code Verification list, and checks the number of characters and completion as shown above.
