Access to TCP Ports

I need to allow our INTERNAL PC's access to the following TCP/UDP Ports?

TCP 1997 256 264 259 + HIGH Ports 1024>65535

UDP 500 4500

I have setup the Protocol Definitions but still can't access it? any ideas? or can u tell me how to do this ;-)
