Access to someones email in a file

How can I grab someone's ost or pst and open it in outlook?

Copy it elsewhere, add it to your outlook File - Add - outlook file.

Where do I get the file from? Is it held in exchange or the PC? And what is the file path???

Path can be changed to anything you like and it is stored on the PC.

Right click the archive file - properties advanced - file path and that will tell you the well file path!

You can't thats the point of an archive storage its no longer held in exchange.
