Access Rules Order?

Im trying to allow a specific site because its used for educational purposes but Im not sure of the order on my Access Rules list. Ive got:

1) 3rd party filters.
2) deny some stuff
3) Allow the specific site
4) Allow all sites

Ive moved number 3 around but the server may not have been refreshed during my testing. Can someone give me the rules to use in cases such as this?
 
Put them in order of 3 - 1 - 2 - 4


The rules are executed from to top to bottom. The 3rd party filters are more than likely CyperPatrol or similar, and this is waht will be filtering out your specific web site.

When you make a change to the rules, look at the server console. It will tell you it is waiting for time stamp updates on some BM module. WAit for it to tell you when it is done to know that your new rules are in affect.
