ACCESS PROBS Cant Open DATABASE

We have a small problem where 3 or 4 users can access a access 97 database, but 1 user who is running windows 2000 gets this error " The database cannot be opened because the something jet engine is opened exclusively by another user " its isnt opened exclusively etc, anyone know why this error comes up even if nobodys actaully in the database?
