Access freezes up while trying to make forms

I have a Win98SE System with a AMD K6 300 speed processor. I have 64m of ram. While Iam trying to create a form access gives me a mesage that system resources are low close unneeded programs and try again then the system freezes up. I cannot soft boot. I have to turn the power off and start over. Then it does it again.
I thought the file may have been corrupted so I scrapped it at tried again from scrach. I even created a new database. It still does it.
Can anyone tell me what to do next?

Repair and compact your database. If that doesn't help reload Access from disk.

It has someting to do with SR-1 for Office 2000. Something about bitmaps and gifs. and has to do with premade forms. check out my win98 post on this.
