Access denied when trying to backup databases using Veritas 9.1

Hi, I have a SQL 2000 server that sits in a WORKGROUP, off our domain, but needs to be backup. I have the remote agent for Veritas on the server, however, when I go and attempt to backup the databases (the local C,D drives are ok), it tells me access denied.

1 - How can this be resolved?
2 - How can I tell what users have rights to backup the databases??
3 - What Veritas agent needs to be installed to be able to access the DB's, and how can I tell if it's already there??
