Access DB connects but getting weird error

On a Windows XP SP2 machine and using both Visual Studio 2005 SP1 _and_ 2008 I am getting an error.

I am adding a connection to an Access database, using the Server Explorer, and the ".NET Framework Data Provider
for OLE DB" and "Microsoft Access Database File".

The Test Connection button works but I am getting the following error:
"Format of the initialization string does not conform to specification starting at index 0."

I have tried different access databases with the same error.

Does anyone know what this error means?
