access and format a USB FAT32 to NTFS?

I have an external USB 2.0 drive that has been formatted to FAT32 but it is not being recognized on the PC. The drive appears in the 'Safely Remove Hardware' window but the drive does not get a letter so that I can access it. Can someone clue me into how I can access it? The drive is already blank and I want to format it to NTFS to back up the system.

you may be able to format the drive by using a program like partition magic.

I found that the reason that the drive was not being recognized was because another USB drive was connected and was conflicting somehow. After booting without the 2nd USB drive, the Computer Management>Disk Management applet saw the 1st USB disk and let me partition it as NTFS.

That was a great reply from jimoblak. However I would like to take this issue a step further. I hav a USB (2) drive with 2 partitions unfortunately on w2k pcs I am unable to see my second partition ?. The visible partition is the one with the security software. Any help on this matter would be gratefully received
