In order to access a file in non-textual format in what mode do I have to open the file?
 
You can open a file in BINARY
there are examples in help under open file
To examine the data usually you have to read it in chunks of a fixed length until you reach the end of the file then examine the chunks byte by byte. Or you can dump it into an array or direct to the screen.
Some binary (random access) files are of fixed length with a CRLF repeated at regular intervals. You can read only say the 100 chunk using the get# method
