Access 2002 Convert to Access 2000 Weird Error

I have an Access 2002 database that I want to open on a different machine with Access 2000. I saved the Access 2002 in 2000 format by going to Tools-> Database Utilities-> Convert Database.

When I try to open it in 2000, I get the following really weird error:

"Microsoft Access was unable to create the database window. Please upgrade to a newer version of Microsoft Internet Explorer."

The first part of the message seems relevant, but I don't know how to fix it. The second part dealing with IE I am not understanding.

Please assist. Is there a tool (freeware/shareware) that will allow me to convert from 2002 to 2000?
