Access 2000 Permissions Problem

I've been trying to set up user permissions (in vein) for my Access 2000 database. I've set up all the user accounts and allocated the relevant permissions to each one, but all users still seem to be able to view all the forms. I've got no idea why - I've made sure to untick all the relevant boxes.

Anyone any ideas?

Have you checked the permissions of the Users group? This is an account that all GUI created users are automatically made members of, and any permissions the group has are implicit for all users.
