about Paint

Whenever I click on Paint in Accessories I get an error saying "Program has performed illegal operation...." and will close all windows. On clicking details I found that a .dll by name dibeng.dll is the cause for this illegal operation at some location blah blah...

I use win 98. I tried reinstalling Paint but the problem still persists. Can anyone help me and also tell me what could be the reason.
