Able to receive but not able to send email in outlook

Some of the users connected trough VPN are not able to send email in HTML or Rich text format yet they are able send plain text format email and able to receive email in any format.
The error mesage they are receiving is "Not able to connect to the exchange server"
It is not a pop account it is a Microsoft Exchange account.
Connected to the LAN they are able to receive and send email in any format.
