ABIT VT6X4 WIN2000. No controll over IRQ for PCI cards

I am using ABIT VT6X4 motherboard with Windows 2000, I am using Vodo 4500 AGP video card, Mirrow DC30 video capture card (PCI), and Adaptec AHA-2940U2 SCSI controller (PCI)and Network card (PCI). The same IRQ is been assigned all the above mention cards. I am able to change the IRQ on the Mirrow DC30, try as I may I just cant change the others.IRQ 7 or 11 is the culprit.
Yes I have set PNP OS to No and have set all IRQ's manually but to no avail. I was able to set IRQ manually on this board before.
