A Previous installation has pending work. U need to reboot

Has anyone experience the following error when installing software. W2k server, just installed Sp3, and now trying to install IE6SP1, but getthis error. Rebooting does not help.



Error: A previous installation has pending work requiring a reboot. You need to restart your computer to complete that installation before running IE setup. Setup will now close.
