Okay , I have never run into this problem. I love a challenge and I know a new install will fix this problem but would like to see if anyone has seen this before and what they did to correct it. Here is the entry in the app log:

Problem started on 3/10/03.
I get this entry on start up (usually 2 entries back2back).
This is my beat up machine. I have installed and removed all types of hardware and software from this machine and I have even deliberatley installed and removed viruses.
I cannot think of what would have caused this on 3/10. I am thinking it was a bad shutdown.
Other symptom, my new USB mouse has completely stopped responding recently but is still visible in the device manager. I am fairly sure that this is not related but I cannot rule it out.
I have done:
Removed the USB drivers and this device, on restart detection was automatic (plug & play?!). Device drivers were found immediately but device is still not working.
Looked all over MS website but found no reference.
I am baffled, I would like to get this error to stop (I cannot stand recurring errors!!) even though I beleive plug and play is still functional.
Any ideas would be great and I will post any results, maybe it will help someone.
