9620 VPN phone stuck in Discover x.x.x.x

I have a Cisco ASA 5505 with three VPN phone users. One user connects without issue. The other two stopped working all of a sudden about ten days ago. I have been around and round with Cisco, with my Avaya vendor, and I cannot figure out why two of the phones just stopped working. They connect to the VPN, but will not pass traffic. I can't ping them. I can ping a computer if I setup a vpn client using the same profile and ipsec policy. phones don't work. I've adjusted the 96xxvpn file, manually set settings, copied EXACTLY from the last working phone, etc. I can't get it working!!!

anyone have any ideas?
