9620 + Netgear VPN router

Hey guys,
I am trying to setup a VPN phone with a 9620 and a netgear FVX538, well I have also tried a netgear fvs318, and a sonicwall tz210 but I cannot get it to work at all, it always says Failed IKE phase 1??

Avaya has tech bulletins for these routers that outline how to configure them. Have you followed those bulletin? Ive setup VPN phones with both the Netgears, and the Sonic wall with no problems.
