9608 VPN phone

I am sure this has been asked several times, and I looked at past posts, but don't see this info covered.

9608 on a 9.1 trying to use phone in VPN mode. I set the parameters as the IT staff indicated, but am getting this message

IKE Phase 1 No Response

How can I tell if the issue is a setting on my side or the VPN having an issue?

Also, I am getting ip address and subnet numbers in the external phone ip address fields that appear to be from my network? Is that normal? i set those to all zeros, but it keeps coming back.
 
IKE no response = something is misconfigured

Yes, you need ip from your local network, otherwise, how would it reach out to create the VPN?

What is it trying to VPN to? (what type of device--Cisco, SonicWall, etc....)
