9408 as 2420 headset

We have 9408 digital phones setup on our system as 2420's and the headset button does not seem to be working correctly.

Is it possible to have the headset button feature on the phone turned on, but not actively engage the line? This way if the headset button is on, and the line is not in use, when a phone call comes in the user will be able to press their headset on and take the call?

Administer a release button on the phone. When you first activate the headset via the button on the phone, press the release button next, that will drop the "active" line but keep the headset alive.
 
The release button works for dropping the line, however when a call comes in, it cannot be answered by activating the headset.

I guess what I am trying to find out is if a 9408 digital phone configured as a 2420 with a Sennheiser Office Runner headset will work as we want.

How we want to use the phone is the same way we use our IP 96xx series phones. A phone call comes in, the user activates their headset and pickup the incoming call. Once they are finished with the call, the deactivate the headset and the line is dropped.
