911 hang up calls across a PRI

It has been some time since I had to make an adjustment to a route concerning a 911 where the caller hangs up before the call is answered. Does anybody know what prompt has to be changed in the RDB for CDR to generate data regardless if a call dialed from the PBX is answered or not? My guess (probably wrong) is oan needs to be set to "NO". 911 calls currently are routed out a local PRI.

I can see a 911 call where the caller talked to the 911 operator. My software is TM3.1.
 
You might also consider setting up ESA in LD 24 and even setting up OSN on a station and History file.
