9.1 manager failing to install at American.cab 1

Installing on Windows 2008 server. Has anyone found a solution on this? I saw a post here that was similar and I read the doc from Avaya about running the updates. I did this and still no success. Has anyone else experienced this issue and resolved it? Thanks.
 
I've run into this once before but honestly I don't remember the fix. Try creating a new user on the server, log in as that and try to run the install. Or grab a different build or re-download the same one.
 
any luck on this? I tried installing 9.1.11 and got that same error on an XP machine. I downloaded it 3 times and verified the MD5 hash once downloaded. Still no go.
 
customer's PC, not my choice, they had 9.1.6 running on it fine.
 
Star qtelcom for making me think to use a different version
