7406 scanning

I have a 7406 that shows scanning. I only have one base station with the switches all OFF. One line in #1 jack.
The phone shows OK when I send the code but the display
after only shows scanning??? Does not matter what I do with the switches..

I have got the unit to see the base station. Now instead of scanning, I see the antenna but nothing else but the battery condition on the display. I have line 1 plugged into the base station and it is a working line, a 7310 works fine on this jack.?? The switches are UP DN UP.
Help..
