7000 router possible flash card issue.

I just got a Cisco 7000 router off ebay and when I turn it on I get this over and over again.
System Bootstrap, Version 11.2(16), SOFTWARE

Error in rxboot, trying ROM

The person I bought the unit from said the flash card must be inserted slowly which does not make since. I have jiggled it around everyway possible and so far have gotten it to boot about 3 times in a week and spent who knows how many hours trying to get it to boot. I also have a spare route proccessor and have the same issue with it. I don't know if the flash card or something in the router is wrong. I am assuming the IOS is on the flash card and would also like to know if I can copy the IOS onto the router instead of the flash card so I don't have to deal with this anymore.
 
Could be a bad flash. Try putting a new IOS image and see if you have the same issue.
