7.0 MICS PRI and 5ESS, in happy, out sad

I'm trying to get the outbound working but I can't get past my Cause Code 100: inv IE contents. We have:
- 1 PRI, ch 001-023
- NI-2, NSF: WATS
- 16ch on the PRI, so I've Deprovs'nd 17-23
- I'm descending, they're ascending
- they're using channels: 1-16
- CbC Limits are in: 1,16 and out: 1,16
- no BCAS from telco
- dest codes configured per the FAQ by cowenby
- route 001: none/PRI-A/public
- dialing plan dflt is: 10
- set can access PRI-A line pool

Given the details of what I think I have configured, I'm pretty sure that I'm right and I'm getting telco to get a test set on to see why I always get Cause Code 100 back because I'm still trying to nab channel 23.

Is there another setting that I'm missing or obviously misconfigured?

Oh, I think I found it. Setting the "Line Status" to "Near..." for 17-23 seems to be my friend.
